Air Conditioning Inspections – TM44

​

Due to the Energy Performance of Buildings Directive, it is a legal requirement that all public and commercial buildings with air conditioning systems over 12 Kw capacity are inspected.

 

It is important that air conditioning, where the effective rated output is more than 12kw, is  inspected in order to remain compliant with the Energy Performance of Buildings Directive. The Directive was introduced in 2003 to ensure legal provisions are in place for energy consumption and use. For air conditioning this is often referred to as TM44 inspections. CISBE TM44, first published in 2007 and more recently updated in 2012, is actually the guidance used to ensure air conditioning inspections are coherent with the Directive and conducted in a uniform manner.TM44 refers to the Technical Memorandum published by The Chartered Institute of Building Services Engineers.

Such inspections are mandatory and must be carried out not only as a legal obligation, but also to ensure all air conditioning is adequate and running efficiently. Inspections identify ways in which energy consumption of existing air conditioning units can be reduced, helping you save money whilst also reducing harmful carbon emissions. So, although a legal obligation, there are many potential benefits and more often than not the long term financial savings more than cover the cost of the inspection. It will be highlighted where improvements can be made to the operation of existing systems. It can also be recommended to potentially replace older, less energy efficient systems or oversized systems with new energy efficient systems, with a view to reduce energy consumption and costs.

Each inspection is to be carried out no more than 5 years apart by an accredited air conditioning energy assessor, therefore if your last inspection was over 5 years ago, or you are yet to have your first inspection completed, then this needs to be organised as soon as possible to avoid being in breach of the Directive. Non compliance can result in financial penalties and even prosecution. In addition, if there is no legitimate inspection report and you are selling or letting your property, this is likely to have a negative impact on the transaction process as legal advisors will require sight of the report in all instances.
